The window declares that it handles display scaling (per monitor). Not
doing so let Windows scale the window as a picture, and some drivers then
drew the OpenGL output a few pixels off, showing the window's background
along the top and left. The window opens at twice the 3DS size times the
display scaling, no bigger than the work area, follows WM_DPICHANGED, has
the WS_CLIPCHILDREN | WS_CLIPSIBLINGS styles OpenGL windows should have,
and a black background brush.
